SOOCHÓW-NINGPO Railway.

Peking, December 28, 1907.
I have received a telegram from His Majesty's Consul-General at Shanghae to the effect that the Chairman of the Chinese Chamber of Commerce has warned the compradore of the Hong Kong and Shanghae Bank that a boycott against the Bank and Jardine, Matheson, and Co. will probably result if the railway question is not settled to the satisfaction of the Chekiang people.
At an interview which I had with the Wai-wu Pu on the 24th instant, I dwelt on the dangers which the Central Government were incurring by the present agitation. Two strong Decrees have been issued since that date.
On the receipt of the telegram from Shanghae referred to above, I made a further written representation to-day, in which I embodied the substance of the telegram, and requested the Board to take instant measures to suppress any such movement.
While the Wai-wu Pu are now ready to sign the Tien-tsin-Yang-tsze Agreement, the majority of the members of the Board are very unwilling to give me any definite assurance about the signature of the Soochow-Ningpo Agreement. They still, however, declare that it is their firm intention to fulfil their engagement towards us as regards this latter one.
